I think the poet repeated the phrase because it emphaphis that he was looking everywhere because he might be confused or doesn’t know what to do. I think that it also clearly notes that he is looking more than once which shows us he can’t believe his eyes. I think the word is a verb and it has been used to tell us he cares that his crew mates have died because if it said he glanced it signals he only looked for a short amount of time which doesn’t give us the impression he cares. I think another word that could be used is stared because it shows us he looked for a long time. I think repetition is the language device used here and it has been used to signal he is either shocked , scared or maybe even confused.
